Peterborough P3 (Up Fast) Line Block

Afternoon all, does anyone know why the Up Fast in PBO is blocked?

It's given me the most unusual view of 700s arriving in P4 & P5 during off-peak hours before reversing in Spital Sdgs. I've also seen NR orange-folk in the Up Fast cess behind Vortok fencing - anyone know what the fault is?
