I live near Peterborough and looking to get a job on the rail network, got no experience in rail but i am a engineer, what website would be best to start looking ??

Just look at the network rail job site, there are a few NR bits and pieces in PB. Have a look there at what's on offer

I do keep looking on the net local to me but nothing in the area which i think i would have a chance of getting, so was just wondering if anyone on works for a rail company on here who is looking for someone

There's recently been signalling jobs advertised at Leicester, but actually at Whissendine (not really all that far from Peterborough). Not sure whether they've closed yet, but it's entirely likely that there'll be more advertised on the same line this year.

Network Rail have a sizeable presence in Peterborough, don't they? Does infrastructure (track, signals, overhead wires) appeal?

Network Rail - search for signaller. You can set up alerts on there too.
