Am I right to say via Birmingham is a permitted route Euston-Stafford.
Put another way, if I want to come back on the 23:00 and get off at Wolverhampton is it okay?

Yes, that's fine. Travel via Birmingham to Euston, Paddington or Marylebone is permitted.
