Permitted Route: Hemel Hempstead - Bristrol

I've just been asked by my father who travels occasionally between Hemel Hempstead and Bristrol via Euston and Paddington.

He's getting on a bit and was wondering if it's a permitted route to change at Harrow & Wealdsone and catch a Bakerloo line train direct to Paddington, that way he'd avoid the awkward walk with luggage from Euston to Euston Square.

yes it's perfectly valid. When I lived in Kings Langley and wanted to go anywhere on FGW it advised me to change at Harrow & Wealdstone for Bakerloo line to Paddington

Harrow & Wealdstone to Queens Park is an 'interavailable route' and Queens Park to Paddington is an acceptable cross London connection. So he should have no problems at all.

What would really be useful would be for LM services that travel on the slow lines to serve Queens Park - that would make GWML/WCML journeys much easier than via central London.

And much slower as they crawl behind LO and LUL services.

There are platforms on the slow lines so they wouldn't need to use the DC Lines. They may not be "pathable" though.

Indeed, they used to... but only as a unadvertised call at silly times of day.
