Thank you. I have submitted the Subject Access Request, and I think the comments on this thread give me enough guidance for the third appeal

The 3rd appeal is your last shot. Really important to get it as good as it can be.
Hopefully penalty fare appeals experts on here will be able to help.

Leave enough time before you need to submit it to get your draft wording checked here so that any amends suggested can be adopted if needs be.

Double check your hard deadline to submit this and post it here so people know when they need to help you by.

It’s said on here that it’s only at the 3rd stage that properly independent appeals panel people consider this.

You may need to reiterate points you have already made without assuming the panel will see your previous appeals.
