Is there anything you can do to collect tickets when you don't have access to the payment card or any card in the same name?

Strictly, you need to be able to collect the tickets (using the card).

In practice, the sales office at the station may be willing to help you. You'd need your confirmation number (and preferably a printout) and some form of ID (driving licence etc.) in that name.

Tickets can be picked up at any station with a ticket vending machine (on the reservations network) though - you have to select one in booking, but this is just so you only try and collect where one exists. So if it's a case of someone else booking it for you to travel, get them to collect and give/post to you.

It will depend on who sold you the ticket - the rules will vary between online ticket sales and those bought over the phone.

If you've booked online, call the customer services number in your booking confirmation and get their advice. They will probably ask you some security questions about your booking before releasing your booking to be collected using any credit or debit card.
