No I was just raising the point that poor behaviour in general is being medicalised rather than dealt with on other ways. I recall an interviewer on the Today programme some years ago putting that to someone.

Fact is poor behaviour whether there is medical or lack of discipline behind it make for unplesantness for passengers and rail staff.
There’s a fair discussion to be had about what is and isn’t medicalised - though I’m not sure my parent’s upbringing is one I’d care to recreate. Tourette’s, however, is not fair game for that discussion - it’s very nature means that it’s not controllable.

What does any of this have to do with a Tourette’s Syndrome, a serious neurological disorder?

What does Tourette's syndrome have to do with any of this? It seems like it was mentioned for no reason, and it very much is an edge-case. I think (hope) most railway staff would be able to see the signs/symptoms of Tourette's easily.
