Park Lane Bridge - Sunderland

Do any of you know if the bridge at the west end of Park Lane interchange station is used and what for? I am referring to the footbridge that on Google earth appears to connect the civic centre with the platform and the old supermarket/college site.

I've not seen it in use and always wondered if and when it's been used. Thanks in advance.
