For restriction code J9, which I believe covers off peak tickets from Paddington to Tilehurst, NRE says that it’s valid from 9:20 but every journey planner I’ve used only allows me to use an off peak ticket from 9:30. Does anyone know if this is an electronic data error?

The problem is this wording on the restriction:

This (correctly?) includes trains like the 0923, which would give you the earlier arrival at Tilehurst by changing at Reading.
