It does appear you'll be able to enter the Paddington mainline concourse on foot from Eastbourne Terrace, having descended a few steps to the slightly lower level as shown in your rendering.
As I understand it, the taxi rank and drop off points on Eastbourne Terrace will not be returning. The road is now (and will forever be) one lane each way due to the width lost for the Crossrail entrance. The taxi rank at the Eastern side of the station near the Hammersmith and City Line is permanent.
