Paddington Cardiff Timetable Changes Sept 2016

I am planning a trip from Paddington to Cardiff later this year and noticed the 2 trains per hour (tph) service becomes 1 tph in September, and will be routed via Gloucester not through the Severn Tunnel - taken from RTT.

I have a couple of queries: -
1. The Pullman which currently leaves PAD at 10.45 appears to be re-timed to leave at 10.15 - but will this still be a Pullman service and serve the Brunch menu?
2. I assume the diversion is due to the electrification, but where do I find details of how long this diversion is likely to be in place?
