Having read a number of threads concerning people being charged wrongly for national rail journeys using Pay as You Go on an Oyster Card, I thought some people may be interested to know what happened to me earlier this year:

First here is the email that I sent to the Oyster Customer Services after the situation happened:

For 6 days from 4th-10th April I used my Oyster Card for Pay as You Go journeys and most days reached the £7.50 off peak price cap for zones 1-6.
However, I notice that on the two occasions when I used National Rail services after midnight I was charged for these journeys even though I had already reached the £7.50 price cap earlier in the day and was no longer being charged for tube and bus journeys.

The first occasion was in the early hours of Tuesday 6th April when I was charged £2 for travel between Clapham Junction ( touch in 0156) and East Croydon (touch out 0217).
The second occasion was in the early hours of Saturday 10th April when Iwas charged £2.60 for travel between Victoria Platforms 9-19 (touch in 0255) and East Croydon (touch out 0320).

Although it would be nice to get a refund I am not overly concerned about the small total of only £4.60. What does concern me is that this did happen on the two occasions during the week when I used National Rail after midnight, especially as it did not happen when I used buses after midnight. I would just like you to investigate why this should have happened and so that this does not happen again during future visits to London.

Here is the reply that I eventually received:

Thank you for your email.
Please be assured that the issue you have described is known to Transport for London's (TfL) fares and ticketing department who are working on a solution. However, The is a problem in its current state is essentially an unavoidable consequence of the extension of Oyster pay as you go to National Rail (NR). We have done checks and found that it is extremely rare that customers are affected by it. When customers use National Rail in the small hours, the Oyster daily price cappingprice arrangements occasionally don't work as intended due to the need to spread the times when the end of day/start of day processing takes place at individual stations. Thankfully we know that most customers usingOyster pay as you go on National Rail overnight are out of the scope of price capping anyway.

When the Oyster system moves over from one day to the next for charging purposes, the processing demands on the system are very heavy and to keep the system operational it is necessary to avoid having one single time point for all stations to change over. The processes have always been spread out for Underground stations, but with no impact on customers because the Underground does not operate at the hours concerned. Just occasionally customers travelling overnight with National Rail will find that the system fails to identify that their journey belongs to its correct day for capping purposes.

Having checked your journey history it has been confirmed that you were charged £4.60 more than wouldhave been if price caps had been applied as advertised. In order for me to arrange the most suitable medium through which you can receive the refund of the above amount, please contact me direct on ***********

Please be assured that the issue is being monitored and accept that if it turns out that significant numbers of customers are being affected, we will need to make arrangements for publicising that overnight NR journeys may fall outside the arrangements for daily price capping.
I hope the information I have provided has been helpful. Feel free to contact me should you have any future queries.

I did eventually get my £4.60 refunded last week.
I started this thread so that others may be aware of this situation.
I think in future if I am to be making journeys after midnight on days when I am likely to have reached the price cap I will get a one day paper ticket instead or if I am going to be travelling around London for a week I will get a 7 day travelcard loaded onto my Oyster.

Thanks for sharing this. There appear to be glitches here and there in the database, at least this one is known about and they've explained why. Oyster is a complex system what with time limits, OSIs, the zonal structure application, extension permits, Entry/Exit charges, routing presumptions, two peak periods a day, time limits which change depending on the time of the day/day of the week/which zone you start in and fares that vary with the amount of zones you've travelled over etc. Heaven forbid you happen upon service disruption using prepay, maximum charges applicable, PPNs not entered in Wayfarers for ticket acceptance and so on. And if you touch in before 04:30 and touch out after then on a single journey, you will be charged for two incompleted journeys.

Many people seem to struggle with the concept of topping up and needing to touch in and touch out on each journey so publicisng additional info like so would probably confuse people even more. Probably best to purchase a paper ticket to avoid this particular issue.

In other words, if too many people complain, an effective fare rise will result!

Indeed, thanks for sharing this. I find it interesting that TfL can't schedule the end-of-day update for the few stations that operate throughout the night to be as close to 4.30am as possible. The vast majority of London NR stations have no trains between 1am and 5am.

They do have a system for processing refunds automatically when "operational issues" require it. I've had a couple because the OSI between the southeastern and southern gatelines at London Bridge didn't work properly to start with. I'd hope that they should be able to analyse where cards have been overcharged and deal with it. In some cases there probably won't be a problem because the card will cap out the next day anyway.

And if you touch in before 04:30 and touch out after then on a single journey, you will be charged for two incompleted journeys.
Only if the update takes place between your touches, surely?

I understand the above to mean that an Oyster "day" can finish/start any time between 00:00 and 04:30 depending on which station you validate at in which case yes, I agree. The literature I've seen doesn't make any reference to this technical limitation, only the publicised 04:30 start.
I may do a FOI request for the latest times for stations between East Croydon/Elstree/West Drayton and London.

I far prefer to use the night bus over the train at that time of day but something I'll be wary of in future.

As I've posted on Mike's Oyster site I've had this problem twice, and from reading the post,it apears to be on the same train as the OP,ie the 2.00am Victoria-Three Bridges.

In terms of the number of NR stations which operate throughout the night, which and how many are we actually talking about? Obviously Victoria,Clapham Junction and East Croydon, plus the 2.00am train calls at Purley. In my case yesterday morning it also made an unscheduled stop at Selhurst. Which trains run overnight from other London terminals,Waterloo etc,and which other stations are potentially affected by this issue?

There's the 0134 and 0334 Paddington to Reading (and 0112, 0224 and 0354 in the other direction).
And the 0106 Letchworth and 0136 Peterborough out of Kings Cross using quite a few stations on the way out.

Ahh, I didn't recognise you last night.

There are actually two problems. The one which the OP had involves being charged for one complete normal journey after a card has capped the previous day. This will happen if both start and end stations have undergone their end-of-day processing. From the reply, TfL seem to be suggesting that they might change the rules so that this is just tough luck. Not good, but if they do change the rules then what can be done?

The problem you had is the other more serious one where touch in occurs before the end-of-day processing and touch out occurs after. You then get two incomplete journey charges. You were only saved the second one because you'd run out of credit. If you do get hit for both charges then it's possible that the process which investigates incomplete journeys might pick it up and then allocate an automatic "due to operational issues" refund. What I'd prefer to see is a change in the software that can match up touches either side of the end-of-day and correctly apply them to the right days travel. It won't be easy, but they need to do something.
