Yes, but (for the travelcard mentioned earlier, at the stations mentioned - New Malden and Richmond I think) one could 99 times out of 100 avoid touching out at New Malden.

The TfL CofC require touch in and out with travelcards as a matter of course anyway:

6.6. Using a season ticket on your Oyster card
6.6.1. When you use Underground, London Overground and National Rail services, you must touch your Oyster card on the yellow card reader (see clause 6.8.) at both the start and the end of your journey. If the ticket gates at stations are open you must still touch your Oyster card on the yellow card reader.

The fact that people have found out for themselves that it doesn't really make any difference (within their zones) doesn't change the fact that TfL have it in their rules.

For PAYG on Oyster didn't they introduce the pink validators to prevent overcharging on cross London routes? In cases where the system previously assumed you had travelled through the central zones you could use a pink validator to show you had gone around the outside.

It was in response to a FoI request on What Do They Know. I've spent the last hour trying to find it with no success. I remember other documents were provided at the same time, e.g. DLR CTA warning signs, LU PF warning signs, examples of PF pads for buses, LU and DLR & LOROL revenue training slides.
