Operational Planning Specialist for Network Rail

Do we have anyone on the forum in this role, or that can give an insight into it?
I'm assuming (from the banding) that this is a more senior position than Operational Planner, so it is it more involved in the base timetable, rather than the short-term planning and alterations?

Not necessarily. Can equally be either long term or short term planning.

It's more a technical specilist type role.

Effectively they oversee the Operational Planners at a technical level and have responsibility for the technical quality of their output. They are also the the formal "go to" people for technical issues to resolve or guidance for problem solving.

They don't usually have formal line management responsibilities.

It's basically as you mention a more senior position compared to the Operational Planner (or Train Planner as it should be but I digress...)
Whilst never one myself it is (or certainly was ) a "planning" team leader/lead point of contact for the appropriate team. They usually represent the teams at external meetings and to provide support for colleagues as Ianno87 mentions.
Pretty much every planning team; whether region, short/long term or multi region such as engineering/charters etc will have at least 1 specialist. Possibly more depending on the size.

All useful info, thanks! So there's not much actual planning done by the specialists?

No, they'll quite often find an excuse to get "stuck in" too with the detail, alongside the broader range of responsibilities.

Each team has between one and three Specialists and it's a management band so form part of the overall team leadership. They don't directly line manage Planners (the Specialist's manager line manages the Specialists and Planners), but do take an active role in looking after Planners and leading the day to day work. Some Specialists will lead the on the job training and coaching of Planners whilst others are more technical and deal with systems as hinted above. They deal with the bids that come in and allocate them to a Planner, daily performance and delays, issues that crop up that require an intervention, produce some documents, provide updates to their manager, talk to ops and operators, cover for the manager when they are on leave or out the office, lead weekly conference calls and technical "round the machine" meetings. They can be hands on planning but generally assist and guide others or are dealing with a specific issue that's been escalated.

A good Specialist is worth their weight in gold and are well thought of and respected, it's a tough job juggling many issues and tasks. There are a few managers too who maintain a logon to the database and jump in every now and again either to help out and keep their hand in or to make / sign off a final decision having had a look at it on the graph.
