If it's like the old BVE, you put them into the folders in your BVE folder, which is likely to be found on the C drive under Program Files. Many routes & trains will automatically extract into the right place so you may not need to manually copy files.

openBVE files are all compilled into .zip files, so you do indeed have to manually put them into a folder, however the whereabouts of this folder is absolutely irrelevant to the functioning of openBVE.
