Hi,

The basic folder structure can be found here: http://openbve.trainsimcentral.co.uk/use/folders.html

I also have a step-by-step guide to installing openBVE and an example route (Birmingham Cross-City South), in the openBVE Help and Information section of my site (just choose an appropriate operating system from the list). It's not a tube route, but you can at least use this as a starting point; it includes various screenshots, and by following the instructions and seeing where files and folders go, you might get a feel for what should be done when installing an add-on.
