What do people think the future holds for Open Access Operators with all of the changes afoot on the network?

Could this be an opportunity for them?
Could they be merged with franchised/concessioned TOCS’s?
Are the doomed to fail?

Any suggestions/speculative ideas welcome!

It is mentioned a few times in the Williams-Shapps Plan for Rail which says new ones will be explored.

In addition to the previous reply, the current consultation on the ECML results in major upheaval for TPE, but retains three different open access operators, including one that hasn’t started running yet. I’d say that’s another sure sign they’ll be allowed subject to the normal abstraction tests.
