I think they're mainly used to whittle down the applicant numbers. Given the sheer volume of people applying some of them aren't going to cut the mustard and its pointless interviewing these people.
Given most railway jobs are safety critical it's pretty vital that only the most suitable of candidates proceed to the following stages in the recruitment process.

You only have to read the threads on here to see how difficult it is to get their lucky break.

No they're not. They wont be on any databases accessible to anyone outside the TOC that runs them. Although technically, the TOC themselves could use a 2 strike rule about people who repeatedly fail them if they choose to do so, you would probably never find out anyway, just wouldn't make a sift, and as usual, you wouldnt know why
