Ongoing disruptions on the Hamburg - Berlin line?

'Temporary speed restrictions' have apparently been in effect since the line's reopening in June? When I first encountered it I thought it was heat related, but it seems there's a deeper reason?

Apparently there are remaining works and not everything has been fully tested and certified, and as a result there are ongoing temporary speed restrictions and delays. This is probably not helped by other works going on in Hamburg and Berlin (closure of the Stadtbahn)

One effect seems to be DB Hamburg - Berlin services being reduced to hourly. No CD Berliner Railjets are operating north of Berlin, but there does seem to be one orphaned Railjet diagram shuttling between Hamburg and Copenhagen.

The speed restrictions seem to be causing most if not all (I claim no scientific sampling) Hamburg - Berlin trains to be late at Berlin and causing havoc south of Berlin. My Erfurt - Frankfurt journey yesterday was 40-45 minutes late due to delays suffered between Hamburg and Berlin.

Berlin - Hamburg has three ICEs every two hours. DBs construction site map mentions this is due to works on the Berlin junction causing everything having to run through the north-south platforms in the tunnel.
Besides that Hannover - Berlin will be closed later this year due to generalsanierung, causing some Amsterdam - Berlin ICEs being diverted via Hamburg as well.

All through this week the DB journey planner is showing only an hourly service between Berlin and Hamburg. Berliner RJs are running south of Berlin only.

From next week it's back to 3 trains every 2 hours with the RJs running through again.
