One year since Bretigny-sur-Orge

... and the de-railment. There's a lot of coverage on French TV about it at the moment, with the finger being pointed at the SNCF for the lack of maintenance and failure to correct known faults.
What I don't understand is why it's the SNCF getting it in the neck, when surely it is RFF which is responsible for the tracks. Is it just lazy reporting, or does SNCF really carry / share responsibility for the accident ? Anyone know ?

RFF contacts everything back to SNCF, if I remember rightly...

As owner of the rail network, RFF is responsible for development and maintenance as well as usage charges and timetable management.

SNCF is responsible for operating commercial rail services. We also manage traffic and perform network maintenance under management agreements with RFF.

RFF and SNCF are separate entities, both legally and financially....

What's the point (apart from meeting EU competition rules) ?

To ignore those very same EU competition laws as best as they can! If SNCF had their way then RFF would never have happened and they'd still be happily operating as a proper vertically integrated railway (i.e. fully responsible for operations and infrastructure).
