Old Tram Rails at Marwick Bay, Mainland, Orkney

Just back from three weeks exploring the delights of Orkney. On the shore at Marwick Bay we found two lengths of tram-type track set upright on the shore, linked by a cross bar and very rusted. They appeared to have been used for mooring or, more likely, tying down a boat.
Web searches have so far failed to throw up any mention of the use of such track on the islands, although I have now read lots of interesting material that I should have looked at before we set off!
Any ideas, please?

The internet reveals a number of small and separate railway installations on Orkney, some using portable Jubilee track. The lines appear to have been used in connection with quarrying, the construction of the causeways, the operation of lighthouses and the requirements of the Admiralty. Mostly narrow gauge and not many locomotives. It would seem to make sense to have used tram rails on quays and jetties.

Seems like you've come across some purposeful recycling of redundant infrastructure!
