Odd item on the track at Raynes Park

I have recently noticed when travelling away from London towards New Malden, just when pulling out of Raynes Park Station, there is a big brown shiny pile of what appears to be solid ballast or something on the join of two rails by the fish plate of the nonstop through London bound line. It is opposite the electric solar and wind powered device. I just wondered what it could be, it's been there a few weeks now, so nothing organic that is rotting down. Very odd.
