Odd Engineering Works Notice in Newspaper

I was reading a newspaper a couple of days ago and there was a full page advert giving details of forthcoming engineering work at Easter from several of the London Stations, one for Liverpool Street implies a brand new route!!

"No rail services running between Liverpool St and Ingatestone/Billericay via Newbury Park"

I don't think main line trains have gone through Newbury Park for a long time/if ever?
