NR wagons stored at Guide Bridge

Hi all,

there's about three roads worth of NR labeled (Ballast?) wagons stored at Guide Bridge junction.
I think they've been there since at least 2009! What on earth are they doing there still? Do they ever move? I don't think they ever have.
