No seat reservation for Calais Frethun - Lille TGV

I got a ticket today at the machine in Calais Ville to Lille on the 1216 TER service, changing at Frethun onto the 1232 to Lille using the Boulogne to Paris TGV. There was no seat reservation on any part of the journey. I thought all TGVs had compulsory reservation?

These are the sole exception to that rule - the 'local' TGVs (run with TGV Réseau stock) that run between Lille and the Nord-Pas-de-Calais region.
