They will either need to use the app or use the website. With just the card number and serial number you'll be able to top up your card, there is no need for an account.

Sure, most people could do that, but there are bound to be some people who don't have a smart phone with them, or have no data left, or some people pretending their phone doesn't work to try and get a free train ride.

Does the bank account you can refill it need to be Dutch? Bizarrely, I do have a Euro-denominated Dutch bank account (Bunq) from the short period they offered these in the UK.

Under SEPA regulations, any current account in the SEPA area (including the UK) should work for auto reload. But it says the IBAN must start with NL (which is surely illegal)

You can also top up on a one off ocassion using Visa or MasterCard.

Oh yes that's illegal, the ECJ has a ruling against DB about that. I did hear recently that OVpay is working on adding other SEPA bank accounts. IIRC they expect to be ready later this year.

I asked the same question on Reddit and it appears that you are allowed to go into a negative balance with the OV-Pas. Two posts said they have done it themselves. It then doesn't allow you to check in until you have topped up the card.

I requested a refund of the balances from a couple of OV Chip cards and just had the money deposited in my bank account
I tried to look up my OV Chipkaart Anonymous on that page and was told my card number + expiry date doesn't match any card, so that's fun.

So my Bunq card (all 3 of whose IBANs start with NL) should work ?

Germany is terrible for IBAN discrimination as well.

I can't see why not. However, unless you are going to use a feature that is specific to OV-Pas cards, you might as well tap in and out using your Bunq card.

I just received an email saying

Dear traveller,

Good news: automatic recharge is now also available for your OV-pas.

Would you like not having to think about your balance? You can now easily turn this on in your OVpay account.

but surely this was already working several weeks ago when it was discussed on this thread?

Yes, I got that email a week ago. But they seem to be marketing the automatic recharge more as recently a slide announcing this was also added to the information-displays of the buses in my region.
