Newton Abbot Branch Line

Hi all,

Just been near the Newton Abbot to Bovey Tracey branch line and I'm quite intrigued. Is the line actually shut or can it be used if needs be and when and what was the last service?
On track maps it also says part of it is not OOU so is the 'in-use' part still used for stabling, for example?
Also, I was surprised to see that it wasn't overgrown and looks slightly maintained. The notice stuck to the bridges also said to inform RAILTRACK and not the usual Rail Authority, so what is RAILTRACK exactly?
I'd love to know more about this line, and any help is of course appreciated.
