They have been dumped there for quite a long while now and not moved as in same position every time I have been passing through Newark Station.

as i said they might not be needed for whatever projects the train is currently working on but may be needed in the future, perhaps when it comes back to ECML work.
stored under cover to save it rusting? Is it not exposed to the elements, when it is eventually put to use?
could it be that it is redundant metalwork, already recovered from the network, having served it's purpose elsewhere, and is being stored, until the price of scrap increases, thus making it's recycle value, more worthy?
