New Traction and Euro emissions

As I understand it new regulations relating to loco exhaust emissions come into effect on 1/1/15.
The current build Class 66s do not meet these regulations therefore only new class 66 locos delivered before 31/12/14 are acceptable on U.K. railways.
The present build rate for Class 66 locos will allow up to 14 to be completed in that time frame. 8 of these are on order for GBRF for delivery August 2014, leaving a theoretical 6 more construction slots available. Any suggestions as to who might take up these ?
If the regulations have a similar impact on Class 70s the current construction rate could allow up to 21 locos to be completed. 9 are on order for Colas 70/8. These are I understand unexcercised options from the Freightliner order ( i.e. 70-021 to 70-030 n.t.u.) So that could leave 12 or 13 available. 12 new build plus the one outstanding freightliner option ( from 2013 construction ?) If the Class 70 is compliant after 1/1/2015 then the next question is irrelevant. If it is not then any suggestions as to who might take up these?
The Vossloh Class 68 is I believe fully compliant and therefore there are no time constraints on future orders. Any rumours out there? Arriva ? Must be cheaper to run than a Class 67.

I wonder how the 68 is fully compliant when there were far more visible emissions in the video I saw of one on test, than a 66

I think it's in relation to emissions particles per million over a constant use,the 66's must be emitting more than the latest engines.Also I believe fuel consumption rates of engines play a part in the regulations.

They cover CO, HC, NOx and PM (carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter), so it's not just what you can see. Also a limit for ammonia.
Not sure if all that info is up to date, as they don't list any change in 2014 for railroad applications.

Also, the key word in post 2 above is "test"! There's a test regime covering cold and hot starts, with the results worked out from there.
