Interesting article in the Express and Echo.

PLANS have been mooted to create two new railway stations in the Exeter area.

The proposal for stations at Exminster and Marsh Barton has been floated as Devon County Council looks at improving the rail network throughout the county as part of the Devon Metro project.

The council has undertaken an appraisal as part of a larger transport strategy.

A county council spokesman said: "We are continuing to work on feasibility designs and a preliminary economic assessment for the Devon Metro project."

It is predicted that 828 passengers a day would use a station at Marsh Barton, on the Exeter to Dawlish line, or 1,316 if the service is improved.

The report states: "Marsh Barton look to be well justified, serving significant residential and employment [areas]."

The scheme is in the exploratory stages and is not included in any funding programme until 2019.

The need for new stations at proposed city developments at Newcourt and Monkerton is also highlighted.

The report states: "Both the Newcourt and Monkerton potential new stations would generate significant patronage serving existing and future development."

A suggestion that there could be a new station to the north of Exmouth, on the Avocet line, is also put forward.

The document states: "The forecast patronage for Exmouth North represents additional passengers compared with the existing Exmouth station.

"In reality Exmouth North would be more convenient and would attract some passengers from Exmouth station as the analysis of existing rail users showed that Exmouth station attracts passengers from a wide area using nearby parking, cycle facilities, drop off etc.

"Also parking at Exmouth station is often full and Exmouth North would provide additional car parking for increased train capacity and frequency.

"Additional development in north Exmouth would strengthen the case for Exmouth North station, but a suitable station site would need to be found."

The report also suggests there could be new stations along the Exeter to Newton Abbot line and on the Torbay branch line, including Edginswell and Kingskerswell, although it is unlikely both stations would be progressed.

The report states: "On the Torbay line new stations at Marsh Barton and Edginswell are forecast to generate high levels of patronage while both Kingskerswell and Exminster would be much lower."

The forecasts expect there could be 240 passengers a day using Kingskerswell, and if the rail service was improved that figure could jump to 359.

Going through them induvidually;

Newcourt and Monkerton have been proposed for a while as part of the East of Exeter masterplan, and I'd guess that the costs of these stations would be largely paid for by the developers, so these are more likely to go through so long as the adjacent developments do aswell. Newcourt also has the bonus of being a shorter walk from Sandy Park stadium than Digby & Sowton is, so if Exeter Chiefs manage to keep themselves up in the Premiership for the next few years, the case for Newcourt is even stronger.

Exmouth North sounds like a bizarre idea to me. There's not all that much of Exmouth to the north of the station - there's a small amount of housing which is within a 5 minute walk of the existing station anyway, and the bulk of the housing and employment areas are to the east of the town anyway - well away from the railway line. And it's not as if there's much potential for development in that part of town anyway - the estuary is protected and I imagine that any green belt land next to the railway will be aswell. That'll never see the light of day.

Marsh Barton is a station that I'm amazed hasn't been built yet. There is a huge amount of employment there, which the Devon Metro would link to the city centre and significant residential areas. There's plenty of land by the railway to build a station, and it would be dead easy to link into the existing road, cycleway and bus networks. there's also the fact that the roads in Marsh Barton estate are terrible and very heavily congested, so the train will be a no brainer for thousands of people.

With Exminster, there's too much distance between the village and the railway for a station to be much use. You'd also be building on or very near to the marshes, so costs are likely to be high, especially all the associated infrastructure. You'd also be running the risk of having too many local stops on the mainline, so unless you want to delay high speed services, you'd probably need 4 tracks (like at Dawlish Warren), which would make the costs skyrocket, and give extremely poor value for money.

Kingskerswell, whilst it would be one of the quieter stations on the Metro, would represent very good value for money. The platforms are still in place from the old station, and whilst they may well need rebuilding, it shows that no earthworks or trackworks are needed. All you need to do is bring the platforms up to standard and link them to the road - cheap and cheerful and good value for money. I also happen to think that their passenger estimates are a bit low (though I am aware that they tend to be for new station openings), and even their upper estimate of 359 a day gives an annual figure of over 130,000, which by Devon's standards is very good for a small village station.

Edginswell is a new idea on me, but it does make complete sense, serving Torbay hospital, a large retail area and a good amount of housing. Given that Edginswell is also where the proposed A380 Kingskerswell Bypass would terminate, it could potentially make an excellent Park and Ride site for Torquay and Paignton.

So what do others make of this lot? And what would you propose for the Exmouth-Paignton service? The problem for the service as a whole is that some of the station platforms are very, very short (St James' Park and Exton spring immediately to mind), and the Exmouth Branch is only single line (albeit with the Topsham loop), so either longer trains or more frequent trains would require significant trackworks.

Marsh Barton - is there enough slack in the paths on the main line to permit another stop?

And I wonder what the track workers were doing at Kingskerswell on the day the Google car passed!

All sounds good, but actions speak louder than words...eg Tavistock has been talked about since around 1989 and we're still waiting(hopefully not much longer though). Personally we need better services for the general public and stations, so lets stop the talking and DO something...just an opinion of course...

I cannot see Exminster doing much with its close proximity Marsh Barton. Mind you, that one is close to St Thomas.

Marsh Barton is one i've always wandered about, would make perfect sense!

As for the Newton Road bypass, it will never get built...

It would have done had it not been for the credit crunch/change of governemnt. It had planning permission, was a regional priority and had been through public equiry before the new government decided not to proceed with it.

Well I would like to see the lines that have been singled around Exeter redoubled. The line to Okehampton reopened for a regualar daily service. The chances of any station being reopened on the main line towards Newton Abbot, are almost zero, capacity is almost full I believe. I am sure that will be corrected if I am wrong.
