Looks like the ORR have overlooked the lack of excess rolling stock as well, no mention, just the current issue is the capacity on the network itself
I am quite sure there would have been many more in existence and applications if there was excess rolling stock

I note their comments that whilst they have a statutory duty to promote competition in the provision of railway services, this has to be balanced against duties which have regard to the funds available to the Secretary of State.
