The opening of the Victoria Line happened before the line was converted to heavy rail. For years the line only ran between Drayton Park and Moorgate, using tube stock. The bigger tunnels were, apparently, part of the reason why the Moorgate crash was so bad- there was enough room for the carriages to ride up on top of each other.
I've read that the tube stock was moved between Drayton Park and Highgate depot using the branch through Crouch End.
