The savings aren't huge - an annual all zones ticket is £1,111 compared to £1,169 for the normal Railpass. But with it only being valid on their services, Merseyrail will get 100% of the revenue, so it could be a nice earner for them if people switch to the cheaper product.
Many passengers who only use Merseyrail Electrics services probably won't mind the loss of validity to save some money - indeed, I've seen people on Twitter who didn't know Railpass can be used on other TOCs anyway. But it seems to add another layer of complexity into Merseyside's ticketing system, which used to be very simple.
