New footbridge at Todmorden - arriving by rail?

Foundations are being dug for a new footbridge at Todmorden, to replace the crossing at the foot of Dobroyd Road (barely visible through the trees in this google maps link: https://goo.gl/maps/DsLQe)

It's said locally that the bridge itself will arrive by train. This is somewhat conceivable as the line is currently closed on Sundays anyway, and road access to the place in question is quite poor.

Does anyone know whether it's likely that the bridge will arrive by rail, and if so when this has been arranged for?

the footbridge was built a few weeks ago and looks complete but it is still fenced off and the crossing still open. Anyone know what's going on?

There must be further works planned, if only to sort out the drainage situation on the "castle"/Dobroyd Road side, where quite significant amounts of water currently run down the hill and across the rails when it rains.

This started when the bridge works begun and there's noticeable deterioration in the state of the trackbed. If you stand and watch trains go past when the ground is wet, you can see sleepers next to the crossing "pumping" vigorously and spraying mud up into the air.
