Found this in the Official Journal of the European Union today.

It seems National Express East Anglia have put in an Invitation to Tender requesting a minimum of 8 DMU vehicles capable of 100mph (either 2 or 3 car), to commence service in May 2011.

LERL will have a requirement for the supply of new diesel multiple units (a minimum of 8 vehicles). These vehicles must have the following key characteristics: - project a quality image; - top speed of 100 mph; - high acceleration; - the vehicles should be configured as either 2-car and / or 3-car units with 1/3 and 2/3 door layout, capable of operating in multiple formation; - to be used on a combination of both long and short distance services; - offers standard class accommodation, with an option for 1st class accommodation; - lightweight construction to reduce emissions, energy consumption and track wear; - high level of reliability; - high level of maintainability; - low whole life maintenance costs; - minimal impact on the environment; - Fitted with European Rail Traffic Management System (ERTMS) - the interior to be to modern standards, providing comfort over both short and long distances; and - meets all legislative requirements including those relating to disabled persons. The supplier will be responsible for ensuring that: - the vehicles comply with industry standards; - the vehicles comply with railway group standards as published by Network Rail; - the vehicles comply with any other relevant legislation applicable at the time of introduction into service; and - route clearance is obtained for the vehicles. LERL requires that the new vehicles are introduced into passenger revenue earning service commencing May 2011. Tenderers must indicate their capability to meet this timing when expressing an interest in this Invitation to Tender (‘ITT’). In order to fulfil these requirements it is anticipated that LERL would award contracts for: - design, manufacture, testing, commissioning, delivery and acceptance; - maintenance on a full service basis, likely to be located at LERL’s Norwich Crown point Depot; - operating lease finance. LERL will consider requests to participate/expressions of interest for all of the above contracts as a single package provided by either a single supplier or a consortium. LERL will also consider requests to participate/expressions of interest for: (a) individual and combined aspects of the following, design, manufacture, maintenance; and (b) financing only. Tenderers may submit responses both as part of a consortium and in their own right. LERL is requesting that to participate/expressions of interest must include an indicative proposal. In addition to the information in Section III, please also refer to point VI.3 (Additional Information). Responses should be limited to a maximum of 200 pages (font size no less than 11 points) including an executive summary but excluding any appendices and drawings. However, only appendices which directly support the response should be included.

LERL hold the current franchise until 31.3.2011, dependent upon LERLs success the franchise may be extended for a further 3 years (to 31.3.2014). If the franchise extension is granted this contract shall be extended in line with the extension.

III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers:
Information and formalities necessary for evaluating if requirements are met: The following information must be supplied with the applicant's request for consideration: proven experience in the supply of a similar goods and service, including: (i) a list of major contracts won, and their value, in the last 3 years; (ii) a record in the manufacture and operational delivery of railway vehicles; (iii) details of current orders and delivery programs for existing customers; (iv) demonstration of competence to provide products that are certificated for use on the UK rail systems; (v) accreditation to the rail industry link up suppliers qualification scheme; (vi) evidence of quality-assurance awards such as ISO 9002; (vii) supply of statements to show balance sheet and turnover for the last 3 complete trading years; (viii) a banker's reference; (ix) audited accounts for the last 3 complete trading years; (x) evidence of competence to deliver a product to meet rail safety case compliance; (xi) demonstrate an ability to deliver expertise in design, engineering, technical recording, safety, quality control procurement, operational maintenance, logistics, financing of capital projects and general project management; (xii) show evidence of good customer service and prompt reaction to commercial enquiries; (xiii) provide evidence of ability and capacity to undertake and deliver under the contract(s); (xiv) details of indemnity and third party assurance; (xv) provision of 2 references (these may be taken up by LERL or National Express Group prior to tendering); (xvi) subcontracting policy is to be provided. Additional information required in expressions of interest. London Eastern Railway Limited (LERL) is an wholly owned subsidiary of National Express Group Limited (NEGL). The franchise runs from April 2004 to March 2011, with an option to extend until March 2014 In addition to the information set out in Section III.2 (Conditions for participation), interested tenderers must provide indicative proposals in their request to participate/expressions of interest, to enable LERL to make an informed decision regarding which tenderers should be pre-qualified to receive an invitation to tender (ITT). Your proposal should therefore include (using the same numbering as below for evaluation purposes) the following information (dependent on those contract(s) you wish to pre-qualify for): 1. Indicative train specification. LERL requests that tenderers provide an indicative train specification (including drawings and design options) of the proposed units covering (but not necessarily limited to) the following areas: (a) Configuration (to include descriptions and drawings of vehicle and train configurations); (b) Safety (to include crashworthiness); (c) Environmental (to include heat retention/reflection and energy consumption); (d) Customer comfort and facilities; (e) Crew comfort; (f) Technical specification; (g) Technology; (h) Performance; (i) Operational costs; (j) Maintenance periodicities for major components; and (k) Spares (list of types and number of insurance and overhaul spares needed). 2 Warranties and other supply issues. (a) Indicative details of proposed maintenance arrangements, including potential locations and facilities required. 8 Train services agreement. (a) A description of the Tenderers maintenance / servicing organisation. (b) A description of the Tenderers proposed strategy for the delivery of a train service agreement. (c) Previous experience in the delivery of such performance based contracts. 9 Operating lease finance. Financiers who are responding to this notice in their own right (i.e. not responding as part of a consortium which includes a supplier of units) should: (a) Indicate their willingness to provide in January or February 2009 a notice to proceed (which may also involve funding certain costs) to the preferred supplier selected by LERL to enable the supplier to commence work on supply of the vehicles. (b) Indicate their willingness to enter into a tri-partite manufacture and supply agreement with LERL and the preferred supplier selected by LERL. (c) Propose how they will support LERL during and after the build phase. (d) Provide indicative rentals based on the assumptions below: Order size of 40 vehicles; 50 % of cost payable to supplier on contract signature; 50 % of the cost of each batch of 2 vehicles, on acceptance of each batch; Timing of acceptance is one batch of 2 vehicles per week to be delivered commencing Q1 2011); Rentals are payable on the 1st of each month, scaling up on the basis of the number of vehicles accepted in the previous month, as follows: Thereafter, rentals are payable on the first day of each month in advance, for the full fleet. Cost of funds – 5.5 % p.a. compounded monthly. Calculation of rentals should include cost of funds and margin capitalized from contract signature during the construction phase. Financiers bidding as part of a consortium with a supplier may, at their option provide rentals on the basis described above but MUST provide rentals for an order size of 40 vehicles to be supplied by the consortium of which they are part. These rentals should be computed assuming lessor’s cost of funds of 5.5 % p.a. compounded monthly. The following assumptions must be disclosed: - Drawdowns utilised in calculation of rentals, i.e. timing and amount. These should match the proposal made in response to section 6. - Delivery profile. This should match the proposal made response to section 6. - Rental profile during delivery. Calculation of rentals should include cost of funds and margin capitalized from contract signature during the construction phase. Whether bidding as part of a consortium or otherwise, financiers should advise at what cost of funds they would have been able to fund purchase of the vehicles assuming that financial close had occurred on March 2009. 10 Track record. (a) Both suppliers and financiers, whether tendering as part of a consortium or otherwise, should provide a list and brief description of contracts to which they have been party which are similar to those addressed in this notice. 11 Quality accreditation. (a) List those standards (for example ISO 9000) by which your organisation, or each consortium member, is accredited. (b) List those quality systems (for example Six Sigma, EFQM) consistently utilised by your organisation and how these would be applied to the supply and maintenance of the new units. 12 Consortia (a) A brief description of the structure of the consortium, including the roles of the parties. (b) The advantages offered by a consortium bid rather than separate supply/maintenance and financing bids. (c) The contracting party/parties in respect of each of the manufacture, maintenance/servicing/support and operating lease contracts should be indicated. 13 Negotiated Procedure. LERL is looking for requests to participate/expressions of interest which provide LERL with a reasonable level of information to enable it to make an informed decision as to who to per-qualify to receive a full ITT. (a) Following responses to this notice, an opportunity to present to a team from LERL and NX Trains Division members may be made available. (b) Following these presentations, a qualified shortlist will be selected to whom the ITT may be issued. (c) LERL is planning to make its decisions as to which tenderers (if any) are to be issued with an ITT in October 2008, with issue of the ITT shortly thereafter. Note: Tenderers will be selected on the basis of responses to this notice, notwithstanding the existence of the Achilles/'link-up' Supply Chain Services railway industry qualification scheme. LERL is not and shall not be liable for any costs incurred by those expressing any interest or negotiating or tendering for this contract opportunity. Tenders and all supporting documentation must be priced in pounds sterling. Any resulting contract will be considered a contract made in England according to English law. Compliance with all relevant legislation is required both in the contract award procedure and during the term of any resultant contract(s). The contracting entity reserves the right not to award a contract, to make whatever changes it sees fit to the structure and timing of the procurement process and to cancel the process in its entirety at any stage.

Can't they just use HSTs :neutral:, theres 185s or other units like that.

I'd say other TOCs were in need of new stock before NXEA.

Are you mad or what? HSTs can't be spared :roll: And, it would be wasting their 125mph capability completely on the those lines! Besides, if they'd be used on the lines to Cromer or Lowestoft or Yarmouth, HSTs would be completely unsuitable :roll:

I'm suprised we're still ordering DMUs, as someone said on a different forum, that you don't need to order more DMUs after the latest round of 172s come into service with London Overground/London Midland! As surely there'd be enough other DMUs to cascade around the country!

Its about time they had some more DMUs.

Running the fleet at almost 100% 6 days of the week and at about 80% on Sundays isnt doing them any good what so ever.

It also doesn't help that currently the seating capacity for the Anglia local area is based on passenger data from about 2002/2003, before large increases on a lot of the lines

If they only got the minimum no of vehicles in that tender they'd only get 4 units, at a guess its to increase capacity on Norwich to Cambridge which really need 3 or 4 car units now, plus allow a little slack in the fleet

oh i see,thanks for the information

I'm guessing myself that these new trains would displace the 5 class 153s, and 9 class 156s to somewhere like EMT, allowing the 156 fleet to operate all the local services with them, meaning more 158s can operate in doubled up formation on the Norwich to Liverpool corridor!

Oh right, OK. Although logically they could order more of these DMUs (172s as 402 guesses), to have a uniform DMU fleet at Crown Point depot!

That would make sense, but its strange to see that someone has had a change of heart - GE Diesel in the DfT/NR capacity improvement plans show 0 extra units!

It will certainly be welcome, especially as the 153s have been thrashed to death and the 156s aren't far behind.

According to Martin on Anglia Gen its "Replacement of the 153s at the very least, replacement of all the 15x units if the price is right."

What else is there on the DMU side.

I can't see that 185 type units being wanted for branch line services, if for anything other than their weight

Just because if Siemens got the contract, doesn't mean they would have to make 185s.

A new design of DMUs perhaps?

According to the contract :
Tenders need to be in 30 September
The units need to be delivered and accepted by 31 March 2014

This looks more like a provision for the next franchise

The current franchise does not permit any change in fleet (section 15), however it does allow for future replacement on end of lease at 2014
Full details are on page 23 of their franchise agreement

However, there is a further section allowing additional units for the Olympic 2012 event
This section also allows a rebalancing of the fleet as a result of that replacement or new rolling stock

Given the order is for just eight new units, it would appear these may be for those purposes, although I was under the impression the Olympic stations would be electrified?

They are already- the non-electrified parts of East Anglia are mainly the bulk of the Fens and Broads lines.

Further chat on AG confirms that its 153 replacement, also talk of it being ERTMS related and the 153s not being suitable for that, which aparently would require the removal of 12 seats.

This will then surely affect other tocs, would it not be better for the goverment to do a mass order to replace the lot in 1 go rather than having different tocs do have lots of little orders

Ultimately this will see the Class 153s returned to the RoSCo
It may be possible to fit ERTMS to a selected number of vehicles, say the 52xxx series, and to return them into service as two car units

Due to increases in passenger numbers it may be more prudent for future orders to be for two car units, in effect rendering the one car DMU obsolete

Nothing to say that this isn't just a "pilot" scheme of sorts where, if all goes well here, other TOCs don't order their replacements.

two-car if they are short sighted apart from the quietest of routes.

For example, a 156 can seat 148 people, a 2-car 170 can seat 110 and a 3-car 170 about 160 people depending on configuation - therefore replacement shouldn't be like for like in the terms of carriages in the formation

If a route currently has say one service every hour with just a Class 153, then replacing that Class 153 with a two car DMU may be more than is needed, that was my point
This may be more than enough for some routes, which releases the Class 153s to other TOCs that may benefit from replacing their two car DMUs with Class 153s, something they have been requesting or on option for some time

I think it would be better to replace 153s with new build 1 car stock, with the option of two cars if the route is growing.

Something maybe built on some sort of similar 'classic' design to what we already have, I mean most of this new modern stuff from Japan looks terrible.

Looking at the time scale for delivery it doesn't rubbish the idea of an all-new DMU design being introduced. And the provision of the new stock to be fitted with ERTMS will play a factor on whether the Class 172 (assuming Bombardier wins the contract) is suitable to be modified in order for the kit to be fitted from new.

Also if any more new 185s were to be built it won't be like the TPE 185s because the engines would have to be the de-rated 700hp version of the Cummins QSK19 to meet emissions requirements. Bear in mind too that the engines used on the 185 were selected in order for the train to meet TPE's needs best, so may be a bit overkill for the routes NXEA run 153/156s on currently.
