New Bank escalators - Broken already?

Has the new installed escalator at Bank (DLR up towards Northern line) broken down already.

Thur and Friday both days it was off.

Also people seem to think that the space beside the handrail is a dustbin, everyday I see cups bottles and wrappers left there lots of them. seems the cleaners aren't able to clean that section due to the limited space and movement of the escalator.

I believe they often turn the escalators off at non-peak times, or at least a few of them. Otherwise, they must have broken!

Escalator 11 which is one of the pair from DLR to triplication was out of order.

any update on how the bank escalator replacement is going? Seams to have been years now. Also, are the lifts to DLR being replaced?
