New 3 year Family Railcard Query

I know that the previous 1 year card could be used for a sixteen year old providing the card was purchased before the child was 16, but does this rule apply with the new 3 year card?
I.E. until the child is nearly 19 years old.

Special notes regarding 3-year Family and Friends Railcard
If a child travelling on a 3-year Family and Friends Railcard turns 17 during the validity of the Railcard, they will be included as an adult in the travelling group, rather than a child. If you are buying the Railcard with a specific child in mind, it will be valid for the full three years providing the child is under 14 when the Railcard is purchased. Please note, at least one child must travel for the Family and Friends Railcard to be valid.
