To lay pre-heated de-icer fluid on conductor rails. It's kind of like an RHTT for snow and ice.

do the "flat" wagons with the ploughs not go in front/behind the locos in the eventual formation? If not, why do they have ploughs?

Two loco's sandwich a pair of de-icer vehicles (in a similar manner to the RHTT), with modified wagons fitted with ploughs leading and trailing - a 6 vehicle formation.

Between the parallel lines
I like the slogan on the side of the locos: "Metronet - renewing the tube" - I doubt this train will see much service for LU, although it would be interesting to see their measures, as only 40% of their lines are actually underground.

As you say, though, they will eventually be using different locos.
