Network Railcard question

Does anyone know if a Network Railcard and be purchased outside of the network area, if the station is big enough to maybe know how to issue one, eg. York?

I would think that would depend if the station has the Network card ticket stock, people can buy it online if they find it difficult to get to a station that can issue one.

The railcard website says this (http://www.railcard.co.uk/network):
To buy a Network Railcard you will need to complete the Network Railcard application form and take it to the ticket office at your local staffed National Rail station in the Network Railcard area.

But I wouldn't be surprised if somewhere like Leamington Spa or Rugby could do them.

You can buy them over the phone from a TOC that operates services in the Network Railcard area - e.g. SWT (0845 6000 650)
