I think a significant reason why Network Rail don't give away travel perks is because they don't have to. BR was generous with travel to compensate for poor wages - for many years the railway couldn't afford to pay well and free travel for your family rather made up for it. Now, pay in the railway industry is very good, and clearly NR can attract enough staff without having to throw in travel (which, as others have said, they'd have to pay for).
