Does anyone know how network rail fines works?

Apologies if there's a similar post (I couldn't find).

By network rail fines I mean trains departing depots late or blocking mainline getting onto depots late. Is it fined on a minute by minute basis?

how delays are measured and attributed is set out in the Network Code, Part B:


Explanatory Note
A. Part B provides for the establishment by Network Rail of a Performance Monitoring System, designed to record whether trains pass specified monitoring points, the times at which they do so and the difference between those times and the corresponding scheduled times. The system is also designed to enable Network Rail to determine and record the cause of any delay or cancellation. Provision is made for Network Rail to notify and seek agreement from affected Train Operators regarding the cause of any such delay or cancellation, and there are procedures specified for resolving cases where Network Rail and a Train Operator disagree regarding the cause.


the arrangements for compensation to be paid between NR and TOC is set out in Schedule 8 of each TOCs Track Access Contract. in most respects these are broadly similar for different TOCs, but there are differences. In particular the payment rates (£ per minute delay) and the floors / caps vary significantly.

As an example the Greater Anglia contract is linked below, Schedule 8 starts on page 178, which is actually page 230 of the document. I can’t paste an extract as it is unwieldy to say the least. Strap in!

Noting your double mention of “depots” can I ask if you are particularly interested in empty stock movements, light engines and so forth, rather than scheduled passenger services?

Most of the material being referenced relates to timetabled train running on the main network rather than these ‘ancillary movements’.
