You don't need to register a debit card to use it for OVpay. When you mean adding it to your account: I just tried to add one using the app and got to bank-selection with no issues.
Sounds very much like the OV-chipkaart organisation. They have/had similar blockages. Then I tried it using a VPN, setting it to the Netherlands, and it works.
Sort of realtime yes, it sometimes is slightly behind. And their processing of daily caps is broken at the moment and shows weird things (when reaching the cap the fare before discount is also displayed as being € 0)(and, if I recall correctly, also get real time information on taps).
I just tried the same thing and I also get "403 Forbidden"
Then I tried it using a VPN, setting it to the Netherlands, and it works.
Yes, foreign bank accounts are barred - although Belgian and German ones are not. It is infuriating as It it means I can't take advantage of the OV-fiets bike hire available at stations.Sounds very much like the OV-chipkaart organisation. They have/had similar blockages.
The problem is getting the card delivered outside the Netherlands, Belgium, Germany and Luxembourg. With the OV-Pas that problem should be fixed as the card can be purchased from Primera. You should be able to hire an OV-fiets when having NS Flex which can be purchased via NS customer service. Even the basis-variant is enough to hire an OV-fiets.
That's "IBAN discrimination", which is forbidden... I know they're working on it and the plan is/was to accept other bank accounts "after the summer" this year. But maybe it helps if you report this case.Yes, foreign bank accounts are barred
If you live outside of these countries you should contact OV-chipkaart customer service via chat. I don't have any experience having a card delivered there, but they don't exclude it explicitly anymore. The problem is getting the card delivered outside the Netherlands, Belgium, Germany and Luxembourg.

Under the SEPA Regulation, some situations are not considered IBAN discrimination
Card payments and cash withdrawals from ATMs
The SEPA Regulation and the ban on IBAN discrimination do not cover payments you make with your debit card or credit card for online and physical purchases, nor do they cover cash withdrawals from ATMs or bank branches.
It is. They literally insist on a Dutch bank account for direct debit, which is forbidden, according to the EUCJ.But is it?
