Does anyone know where these circa-1984 views were taken - is it just west of Leeds?

First one is a Bury/Manchester EMU at Manchester Victoria I'd say.
The second one is somewhat less likely to be Eastern Region than LM Region, because of the presence of 25s alongside a 40 and 56. Not impossible though.
Semaphores as well as colour lights.

That is highly likely - the photos were taken by Paul Strong during a trip around the Leeds and Manchester area, so it is possible that one at least of the views may have been taken at Manchester.

On the second one, are there letters painted on the roof of the right-hand mill building? Are they legible on the original?
And does that building look kind of agricultural, like a maltings?

I think the second shot is Warrington Arpley.

Good one - looks like the same building in this photo, easily found on a search for class 40 arpley on google:

Yes, just outside Manchester Victoria, and quite probably taken from the old platform 11, when it extended beyond the overbridge at the east end of the station.
