From Real Time Trains:

1V08 1107 Nottingham to Birmingham New Street
Departing on 14th September 2022

This service is partially cancelled

This service was cancelled between Birmingham New Street and Cardiff Central due to a decision by the train operating company (TR).

What does this mean? We are cancelling your train, but not telling you why?

Maybe there is something relevant on the Cross Country Twitter feed, but I don't have access to it.

Thank you for that.

I thought lack of train crew was usually

either This service was cancelled due to an issue with the train crew (TG).
or This service was cancelled due to an issue with the train crew (TH).

Do the codes TG and TH indicate which member of train crew there was an issue with?

TG means no driver, TH means no conductor. There's a full list of reason code definitions here. Train cancellation reasons have been rather 'creative' over recent weeks - see this thread.

The reason shown on RTT is simply the internal code and RTT displays this. It's not intended to be a public reason. If you want the public explanation, look on display boards, Twitter/app or as the TOC directly.
