Which rules are you going by? I am working on the King George rule book, which you should know is the most accepted version. And The building extension move states that anywhere in the 96th Parallel is clocked automatically by this move.

I'm sure there's an online edition of the rules, unfortunatley you will need to program your computer to take the 17 extra characters required first.
