There were two halves to getting the shot to look like this... This particular shot was taken using a 100-400mm L Series f4-f5.6 lens at f5 and focussed on the train with the shallow depth of field producing the blurry bits. A focal length of 235mm produced the nice compressed effect
The processing was done in Adobe Lightroom. A push at the top of the curve and a pull at the bottom of the curve gave the contrast and all the colours other than the red channel (which was boosted) were reduced to zero. It's not quite as clean as you would get by using Photoshop to desaturate everything but the train, as you can see from the slight hint of red in the railings. Finally, a little sharpening was done and then a vignette added to give that Top Gear effect.
