If you recall CT got 2 and 3 car 170s and MML also got 170s. It was after the MML 170s went to CT after being replaced by 222s that we started seeing doubled up Turbostars and a number of 156s left CT after the 170s arrived.
It was probably down to running costs that CT took on the MML 170s in favour of 156s and while it wasn't ideal to have doubled up Turbostars it wasn't as stupid as a 170+153, which don't have the same top speed and if you have two conductors one gets overworked and the other doesn't have as much to do.
