Fox transfers do them, i got a Cunarder one to go on the front of my bullied pacifics, there very good. All the others i have have come with train packs so i dunno who produces them.

They do some pretty deccent ones, including the WAG Express & Northern Belle Headboards, as well as plenty of deccent transfers too!
