MML loading gauge increases

I have had a couple of letters through the door regarding NR projects that are going on in our Village.
The narrative from NR is the work is loading gauge increases for freight.
Does anyone know if this is truly the case, or if this is for the electrification work that was already contracted form before the latest pause?

Another similar thread. I think the consensus was that some specific works were too far along to be called off without incurring hefty fees - but I imagine there would have been many many contracts that have been cancelled in a flurry over the last few months
