From the lecture linked before and GRALISTAIR's updates it seems Marshall Meadows FS is pretty much the only work left on ECML north. Lots of capacity added Doncaster-York, (it talked abour electric freight and HS2 services), and OK to Newcastle.The ECML is power limited north of Newcastle, specifically around Berwick, in the current timetable. That‘s why TPE still run on diesel, so it’s almost certain a theoretical bimode XC service would also have to do the same.
(Work on the new SFC feeder station at Marshall Meadows appears to have started but then been deferred until some unknown date, but it’s probably better to keep that discussion in the ECML thread.)
But work at Marshall Meadows FS seems to have stopped during the Covid "will demand ever return" period, I recall magazine articles discussing upgrades no longer needed here as GBR would reduce the number of train services to Scotland ("overprovision of capacity for the demand").
To be fair at that time, passenger numbers were ~9% of pre-Covid, but the trains I get on now seem pretty full all day. Lumo have stated they want to run 10 cars but are unable due to power constraints.
